The Tioga County Department of Human Services is administered by the Tioga County Commissioners under Commonwealth of Pennsylvania, Department of Public Welfare and Department of Health guidelines.

As a Single County Authority, it serves as the primary agency responsible for planning, coordinating, and implementing drug and alcohol prevention, intervention, treatment, and recovery services. Tioga County PA Partnership for Community Health Prevention Education The Tioga County Partnership for Community Health (Partnership) is a countywide network of individuals, community leaders, health care providers, human service personnel, business representatives, and government leaders whose mission is to foster strong community relationships to address the physical, social, mental, and environmental health needs of Tioga County, Pennsylvania. The Tioga County Partnership employs a prevention educator who contracts with the Single County Authority (Tioga County Drug and Alcohol Services) to offer evidence-based, proven effective prevention programs in the local schools and to summer program children in Tioga County, Pa. The Too Good For Drugs program of the Mendez Foundation is currently being implemented.
